Andrew has over a decade of experience in private practice and public service litigating complex financial and commercial civil matters. Andrew previously served as an Assistant Special Counsel for Public Integrity in the Office of Governor Andrew M. Cuomo. In that role, he was responsible for advising the decisionmakers at the highest levels in the Administration on sensitive legal matters. He also developed and executed statewide reforms in state procurement and contracting, supervised State Agency counsel in their implementation of enterprise risk management programs, and advised the Governor’s Senior Staff on the terms and risks of significant transactions between the State and private parties.
Earlier in his career, Andrew was an associate at Sullivan & Cromwell and Davis Polk & Wardwell. During that time, he regularly appeared before the United States Department of Justice, Securities and Exchange Commission, Commodities Futures Trading Commission, Federal Reserve Bank of New York, New York Department of Financial Services, and other federal and state regulators.

Representing a putative class of plaintiffs against Boeing and Southwest regarding their conspiracy to conceal defects in the 737 MAX 8 aircraft.

Representing Goldman Sachs in the global investigation into an alleged $9 billion fraud perpetrated by 1MDB, the Malaysian Sovereign Wealth Fund.

Representing Barclays in the global investigation into manipulation of the foreign exchange markets.

Representing a financial institution in a global investigation into manipulation of numerous derivative and futures markets tied to certain interest rate benchmarks.

Obtaining a favorable settlement on behalf of coal magnate James C. Justice, the current Governor of West Virginia, in a multibillion-dollar post-merger dispute against Mechel Mining, the Russian conglomerate.

Prevailing in an arbitration on behalf of a law firm in a multimillion-dollar dispute against a former client.

Prevailing as first-chair in an arbitration on behalf of a client suing an attorney for disputed legal fees, obtaining a nearly 50% reduction in fees.

Representing Sterling Equities and Fred Wilpon (owner of the New York Mets) in the Bernie Madoff bankruptcy liquidation proceedings.
